What is OMB Circular A-11, Section 280?

OMB Circular A-11 also called, “Preparation, Submission and, Execution of the Budget”, contains section 280 that sets forth requirements for agencies to create a comprehensive inventory of all IT investments, establish performance metrics for those investments, and develop a five-year strategic plan for managing those investments. The section also requires agencies to use a standard cost accounting methodology to assess the costs and benefits of each IT investment and to regularly assess and inform on the execution of those investments.

Additionally, Section 280 also mandates that agencies adhere to the Federal Enterprise Architecture (FEA) framework when developing their IT strategic plans and making IT investment decisions.

OMB Circular A-11, Section 280 is an important document that provides guidance to federal agencies on how to effectively manage and report on their IT investments, helping to ensure that federal IT resources are used efficiently and effectively to support the mission of the government.
